Ok I drew this character for my friends parody book. C&C.

Nicely drawn, I like the yes the most.

He looks like harry potter with a Nazi scar ;)

I don't have much C&C, just some pointers:

Try and make the character interesting too look at. The head to me is done well, no tips there. Try and focus on the more specific detail like putting curves in the cape etc, right now it looks very flat. Also the line in the shirt looks odd, i would make it come more from the sides. (Origin) The second hand is hidden to avoid being drawn eh? ;)

Last tip try and rotate the character more I draw the dreaded, 3/4 view. It adds more to the character in general. (Dimension)

I thought chibi had a lower head to body ratio, he looks to me more like a magical gnome
