Which looks better
(P.S both are from a web site i did art for)
definately the bottom 1 (the one with red goggles).
The top could look better:
1. Without the dots on the light gray part of the torso
2. White or light-blue lines on the goggles
3. And the blue itself could be toned down a bit.
I'm definately going to say the red one, too. The Blue is too dark andthe yellowish face feels silly.
The outlines you've used give fairly good form to the sprite, but the form is lost because we can hardly differentiate between outline and fill colour.

Letting the outlines stand out a little more, as well as using some basic shading, is one method you can use to make the shape of the character seem slightly less understated.
