Maybe it's better when you look at it fullscreen, but on my monitor its seems a bit too dark.
Sure, it's night time, so it should be dark, but especially in the middle it's hard to make out anything. It does focus the eye towards the houses on the right, so if that's the goal, you shouldn't worry too much.
Otherwise I'd try to use some more contrasting blue and purple colours instead of only dark blues and blacks.

Blue is too blue. It's okay for sky but not for ground!
Either desaturate or add greens or reds. I'd go for green.

Also, utilize that 60% of empty space before asking for further crits. All that's to crit right now is big blue blob
And also, add some things of heavy detail. For example an oil rig or windmill to the far right horizon. But make it complex, with many tiny pixels and lines, even though it's a black shilouette
Such things drag attention away from lifeless, less detailed areas. You did it quite right already with the sign, for example. Add some more spots, scratches, spiderweb etc to it.

Uuhh... why animated gif? ??? I can hardly overlook the new version.
Edit non Gif Ive just been on a different PC to look at this image and was well dark. The image itself is not as dark as it may appear (maybe due to my backlight settings.
I actually didn't have any trouble at all seeing the first one, but maybe that's just my monitor.
In any case, I'd say the edit looks better. There's just an inconsistency (I think) because the lamp post that became lit and visible in the most recent edit it is WAY more powerful than the other lamp posts.The light that comes from it appears to be far more bright, and it's just one, where in the other part of the town there are several but they don't match the brightness.
Otherwise I can't really find any issues with it, I really like it.

Yeah it looked like that on the PC I was using hmmm ( Gonna turn down the brightness on my laptop to try find a nice balance)
New background looks pretty smart! I would suggest changing the sign so it's square and tweaking the brightness a little, also try adding some foreground bushes.

The biggest reason why that cliff isn't being perceived as a cliff is because there aren't any overlapping elements.
Here's a quick edit:

Having the cliff overlap the city makes the scene look less boxed in, and also helps you perceive depth in this 2D background.
I also removed the lake because it's too bright, wrong color, looks distracting, and I didn't like it. Also whatever that light source thing is between the city and lake is very unknown to me, so I removed it and made it look like it's a forest between the city and cliff.
That sign should overlap the edge of the cliff as well, so it's not running against the side of it.
I do like the way you've drawn the sky, but the interesting part of this scene is the city. Unfortunately, most of the screen is taken up with a large flat area of grass. I would put the left edge of the frame between the bush and the fence and extend the buildings on the right.

I was going to put a bench at the top of this cliff, that or put the edge of a car park there (there are things like this near where I live). Also a handrail is included in the thought process for the lower right edge of the screen ,
As for the left side of the screen the car park or bench might make it look less empty, Im trying so hard not to put a tree there, But im so tempted ;D

the blue on everything was really selling your night time look.. I'd take everything in the foreground back to a blue tint.. to mix up all that monotone, maybe put a lamp or some sort of close range light source in the foreground and play with maybe orange highlights on some of the shapes
It needs a light source. Try putting the moon in. It'll give you a nice reference point for shadows and highlights then.
Also, some more tones on the grass would be nice.

@cluey : I want to put the moon in so badly and eventually I will, Just have to draw more scenes first then place it appropriately. Still tidying up the initial stages of this new project, once the intro is written and finalised I will have this scene nailed
