Suggestions for cyber punk background

So I'm going to create 320x200 resolution cyber punk adventure (just rolls right out of the tounge, doesn't it?) and decided that I want to hear some suggestions on how to make one of the backgrounds better.

The whole idea of the setting is that the closer you are to the ground the more radiation you're exposed of, so the higher class citizens lives in the areas more over the ground.
I also want to point out that i'm completly colorblind, but that's maybe noticable from the picture.

Hm..If you are colorblind why don't you make your BGs in Black and White? Actually I'd find it very interesting to try a cyberpunk game in B&W. Kind of like Metroplis. http://goingtothemovies.files.wordpress.com/2010/02/metropolis-01.jpg

Anyway. I like the BG area. But in the foreground there a few things odd: Perspective is very inconsistent with the skyscrapers and the foreground area, the black outlines don't really blend in very well and the whole thing lacks a little detail.

- be careful with those gradients, on the original there was a fence in the foreground and it looked really bad, my suggestion (cause of your choise of resolution) is not to use them at all, and I'm talking about the "automatic gradients", not stuff like shading,
- unless it's a night scene, now the picture is a tad too dark or lacks light sources, for example you have something that looks like a lamp in the upper left corner, but it emits no light. In general, if you look at a city at night, even the sky is brighter, and in cyberpunk overpopulated world there should be plenty of lights coming from the streets
- the setting you described (the richer you are, the higher floor you live on)...well kind of don't get that from this background, the buildings that are far into the background don't look like they're taller, just farther away. but in general, the city doesn't look like it's made in the setting you describe, I'd point you to sources like the movie Fifth element, where the same thing hapeens - lower neighbourhoods are pracitacally in the smog while richer people are higher up
- that fence has a really strange shadow, light seems to be coming from different angles
