I used the photoshop brush tool set to Dissolve with a 1% flow.  Then just spattered different colors around to create the lights.  Then I did a slight blur on them and used a layer mask to blend the top into the lit area of the planet.

It might look even better if, instead of the 'blur' filter to use the motion blur instead going vertically.  I was going to try it until I realized I didn't save the PSD!

Starting to look really good. Though Darth's version is defiantely the most realistic, I actually like your version the best. Only thing is the buildings do not tak into account the curvature of the planet. Remember it's a round planet...as it is all the buildings are pointing straight up...most noticeable on the huge tower at the bottom left.
As for clouds, well, clouds don't necesarrily have to be water vapour....just make clouds of pollution to add on top of the fog. You could even make the mbrownish or a sickly greenish-gray or something.

I like Darth Maul's modification, but I think the lights should be less dense (a matter of taste I guess!). Scatter them out a bit and vary their intensity. Nice work!

I tried this one also, made a few rectangles (buildings) with yellow pixels thrown in, lined all the buldings up in one layer, and copied the layer a few times. Tried to change the color of the buildings according to the ground where they were placed, bent and rotated them a bit. Since there really are only 10 or so unique bulidings here, it easily seems as if there are very few arcitects working on this planet.

Made Shinn'Fel ;) darker. Sickly aura improved. Nothing new added to Morior Inops (left moon ;)) nor anyhting new to Hehu and space

Now it looks more like a round, shiny light than a planet. In fact, I didn't see the planet until a while ago. I think it's too black.

I think the light placement is perhaps a bit too even - cultural centers tend to bunch up in places, and there are usually always going to be some 'dark spots' on a planet's surface where it's unlivable (And on a post-apocalyptic looking planet like that, there ought to be a few barrens. People are also usually more focused around the sea, so there'll be a greater concentration of light at port cities. The biggest problem right now is that the ligt on the planet and the light of the stars are similar enough that it's hard to see where one ends and the next begins, except for the atmosphere's haze.

I'm just wondering, if the oceans have dried up, why aren't there any buildings there?

Because they're working on a restoration project to bring the oceans back. It will all become clear in the game

Perhaps give the lights of the planet a more yellowish tint, and keep the stars white, that could help differentiate.

And I do think there should be some lights on the right moon, if it's also supposed to be covered in city.

And I also agree that there should be a bit less uniformity in the placement of the lights.

And I LOVE the sick looking green haze around the horizon of the planet
