I wouldn't tell it to him/it, but it doesn't look like a main villain nor that much reptilian (yes, he's green, but somehow lacks the vibe and features,
could be a man with green skin just as well).
And although I like what you usually do, those arms don't look like they're connected correctly to the rest of the body...just an observation.

I like the reedit Matti, maybe a tail peeking beneath the cloak or a green reptilian hand reaching out...just to make it more noticable that he's a
reptilian...like this (I know it's bad, but it's just a sketch:

Well, not a goofy sidekick really... but the hunchback-Hulk-mix makes him look more pathetic than menacing. Also, I have to agree to anian: Those arms don't look properly connected to the body.

Not bad, but I don't think the hand should be just floating in midair. Give him a cane to lean on or something, and you've got yourself one evil schemer.
