I know the gif quality isn't the best...is there a better way to save little animations like this?
As for the sprite, I'm hung up on how to animate her hair.Ã, I know it needs some little flippy motions when she steps, but I'm not sure when.Ã, Any and all crits welcome!

The pixel pattern on your GIF is probably because the colors you've used aren't the ones in the image pallette. Did you set it to use "standard Windows pallette" or something like that? You should set it to "adaptive" or "best fit" or something like that.
The rule of thumb for hair (and other flippy bits ;D) is that it keeps going in the direction whatever it is attached to was going a moment ago. So if the head was going up, the hair continues to go up for a short while after the head has stopped. In this case, I'd have her fringe dip down a pixel as she comes up the step, and back up as she comes down. You could also do something with her ponytail.

I think the shadow on her legs is a bit too flat
I also think perhaps her upper body could twist a little bit
The animation is excellent.
But I think it's more of a boy walk than of a girl walk.
