What do you think about these pictures? Which one is better, the first (640x400) or the second (320x200)?
Therefore, would you like rather see 640x400 or 320x200 graphic in my game if the game's backgrounds would be like these two?

To be honest, there's really not a big difference. Your backgrounds are very good, but I don't really think there's enough detail to justify using 640x480. If you sharpened the image up and really defined the textures and edges, then 640x480 would look much better, but as it is now I'd just go with the lower resolution.

I like the second one, too. And I agree with Peter Thomas -- kaaz's avatar is VERY scary. :)
I would stick to the 320*200 version for all the reasons that have been give before. ;)

There isn't much difference. The first is slightly better, but barely noticable. So, I guess you should go for smaller resolution for speed's sake
The second one is more sharper and if you want to use this picture in a game than the second one will look much better in a game-it's very sierra like.

Of course, it would be waste of work to use 320x200 resolution if the original picture is 640x400. Did you think that 640x400 would be a lot of better background if the picture would be a less blurry?
What about the following pictures? Which one is better? Unlike the previous two, I haven't used Photoshop Blur-filter on the following pictures.
Ps. My goal is to affect the same or better quality as AGDI's games. This game will possibly be commercial when it's completed.

I still don't see a huge difference.. Maybe it's just because they are JPGs, but the high-res version doesn't seem to have any more detail than the low-res one. Unless you have really detailed characters, or your non-organic scenes have more going on in them, or more sharp edges (which tend to look better in higher resolutions), I'd stay with 320x240.
I agree with everyone previously who suggested you should use 320x240. It really looks like you're squeezing the most out of that resolution (your background are really nice, by the way), whereas 640x480 just seems slightly unnecessary.
I like the second one better as well. Looking good.
