You can use Window's built in "Sound Recorder" program (Usually found from Start, Programs, Accessories, Entertainment, Sound Recorder). Load in the wav file, then from Sound Recorder's menu, choose, "File", then "Save as". From the "Save As" properties box, you can see a "Format" button, click on that, and you can choose a different bit-rate, etc.. Select the format you like and ok, enter in the new file name and ok. If it works right, it will convert it over for you. You may have play around with it to see what format options will work, as not all file formats may be compatible with what wav file you load in, etc..
Conan: "To crush your enemies, see them driven before you, and to hear the lamentation of the women!"
Mongol General: "That is good."
