UnFREEz (http://www.whitsoftdev.com/unfreez/) has always worked for me for being lightweight, easy-to-use and convenient and (after seeing InCreator's suggestion,) it is also free and leaves no watermark.

GIF Movie Gear. It's not free, but trial is fully functional i think. How often do you need gifs anyway...
