Pretty much what title says. Games like Police Quest 3 or Quest for Glory had it, yet I've never noticed any difference. Skipping animation frames maybe?
If I recall correctly, it disables certain large background animations (and there's not a lot of those to begin with). Large sprites may cause slowdown.

I think the number of objects in a room also was a slowdown issue too. If I remember well, some backgrounds had moving parts for decorative reasons that had no effect of puzzle solving. The less the value of the detail slider, the less number of animated decorative objects are displayed.
Yes, that's what I meant.
(SCI has no concepts of "animated backgrounds" in the way that AGS uses them, so backgrounds animate by placing large decorative objects there)
