Game Menu a la Maniac Mansion Deluxe

I'm not sure this is the right board for the thread, so if it isn't, kindly move it...

Does anyone know how the game launcher in Maniac Mansion Deluxe is done? I mean the small screen that appears when the game is started and which allows me to - launch the game - view the manual - exit the menu and all.
It must be done with some external program, but which one, and is is available for free? I'd really like to use something similar for my game...

If you mean a windows-style menu with buttons then a simple Visual Basic application will do the trick. (link the buttons to the game's executables)

There are applications available for this (eg. http://www.indigorose.com/ams/ ) but they tend to be expensive. Generally, a VB app is probably the easiest solution.
