I am seeking permission to initiate a new competition. Here's out it works: In order to play, you have to translate a comic, like the following one:

But, if it's your native language, or you've learned how to speak it, you can't play! (Sorry!) In addition, you cannot use translators to figure out the translation. And, you cannot seek the assistance of a friend who knows the language either! You must simply try to translate it as best as you can. The comic translation voted the funniest wins!
NOTE: In order to make the translation, you will need to either re-draw the comic, alter the comic, OR simply refer to the lines you are translating in chronological order.

You'd have no way of knowing if somebody used a translator of some kind.
What would be better is if the one that starts the contest creates some gibberish language for use in the comic. Then EVERYbody could take part.
So ... the one that gets the closest translation wins?

Not very possible to know if participants do this.
The only thing I actually like in this is that the comic you posted is Finnish... or well, I don't think I like that either...
It would be much better if the contestants didn't have to translate the comic, but add text to empty speech bubbles. And that would be quite much like Caption Contest... and there's no reason to start a compo so similiar to that IMO...

Though I like the idea of a serious caption contest, I want to know what happened to the original one in the first place. Never even got a chance to compete... :'(
So yeah, basically win the comic caption contest we already have going, and then have this be your rules for that week.

Well the same thing kinda goes for the Ascii and MSPaint comp ... You have no way of really knowing whether they did use MSpaint or whether they used an Ascii converter, I guess this is just one of those you're gonna have to trust people on.
