Infinity Engine... Open Source?

After falling in love with Planescape Torment (after hating it first just like a love relationship), I wanted to know everything about the Infinity Engine, its games reviews etc... I came across to this

Is a open source engine, same as the Infinity one, I only played one game of the infinity, and i have to say i love it. I will love to see how soy ppl use their creativity with it. There's is the link for ppl interested in the project. Take it as a christmas present for all those old CRPG lovers.

This is just an emulator isn't it? You can't actually make your own games.

It's a reverse-engineered implementation of the Infinity Engine, and I understand that they are trying to add features to allow people to create their own games.
