I use reference matherial... a lot of it, I once saw that Miez does, and, if the big masters does, we all can! ^_^
My advise is to get a DVD and rip material... I can think in "the Others" a good Spanish film starred by Nicole Kidman...
Maximus DVD makes pics of the DVD played in your computer...
EDIT: LOL! I haven´t seen Miez´s post when I was posting this... nice coincidence!
Perhaps the game 'Mafia'
The Coen Brothers have made a number of films set early last century, but try Barton Fink, it should give you a feel for the styles of the time:

As a bonus, the excellent writing it should give you a few tips for making your dialogue seem authentic.
You might want to disregard some parts of the film as far as research goes. You'll know which bits I mean if you watch it.
Just remember to include anti-semetism and hats, and you'll be fine.
thx all... everything is nice... but i still haven't found that mental inst. cell... :(
I'm not sure you'll find many pictures of institutions built in the thirties, many hospitals are old buildings.
This asylum is quite famous and was in use in the 1930s:

This web site shows interiors, from an undetermined time.
