I was under the impression that most of the Mexican kidnappings were rape victims (women) rather than government officials. That is a little misleading..

I suspect that some "kidnappings" could be people jumping the border as well.

So he has the chip is connected to the newest database, but how does it work?
Does it go right in the head?

I was reading on the official site, and all i could get is that you can open security doors with that.

Probably the wrist, that's where I've heard of access chips being implanted before. The most practical place would be your abdomen or thigh, but of course you can hardly go and scan your thigh-chip quickly when needed.

An antenna in the chip would exchange information with a reciever to grant access. It would probably connect to a GPS system to locate a person.
