Name that movie...

I saw a movie once which had to be one of the funniest I've seen.. It was about a stupid family, whose dad thought people were stealing their garbage. Without knowing they got into a conspiracy that involved weapon smuggling of some sort.. I saw it a long time ago and I don't even remember it's title. Does anybody know the title of it?

I had the book The Stupids Die when I was a little kid, I apparently loved it even though thinking about it now it's quite ackward for a kid to read even though the power is what goes out and they don't die.

Speaking of naming movies..

There's one I saw years ago, so it's pre-1995 for starters.  All I can remember is one scene, and that's a film trailer.  It starts with a plain swamp, then a black guy dressed as Rambo pops out holding an M60 Machine Gun, with a couple of bullet belts strapped round him.
He had an Afro, that was pushed out of shape my the red head band.
After he pops up, there's a voice over and then the title "Rambro" comes up..  and that's all I can remember.

If anyone can remember what film this is, I'd love to know, since all my googling has brought me naught but frustration.
