How to make car meters easily ?

So do you know any program wish is good for drawing car analog meters backgrounds?

I suppose vector programs might help. But anything with a circle tool, a line tool, and a text tool to add the numbers will do fine.

Just google for some images. As you can see, it's quite easy to draw one even in ms-paint.
