setup icon image

I've been trying to do a decent ags setup/user icon and am not happy with the results as they are somewhat blurry.
I use an online favicon generator.

What do you consider to be a good icon maker that produces decent icons?

there is a .ico plugin for photoshop out there, gimp has native support afaik and if nothing else helps get irfan view and scale and save your icon with it.
