Use the pen on the moonshine recipe to create a fake map. Use the flower (from the first screen of the lake area) on the map guy.

I went west there before but I must have encountered a non-walkablearea because he wouldn't go west at all.

Head to the west to the souvenir shop.  Buy something there and take it apart.  You will have what the girl needs.

Ok, another problem... Got the map, got the diving suit, but he doesn't want to go in the water and I can't get him to put on the suit. Help!

Use the stick in the bottom of still and light it.   The recipe is in the safe which must be blown up with the dynamite
