I'm sorry I can't remember, did you try what Gilbot suggested - bow arrow and rope? I'll look and see if I have any notes written down but it was ages ago that I played this game.
I just had a look on the games page to see if anything would jog my memory and from the picture of the game I seem to remember you have to somehow get the chandlier to fall and maybe theres a rope attached to it, and then maybe use the rope with the bow and arrow, to get bow and arrow you have to pick up a log and throw it at the bow and arrow, then shoot it up towards where the round window is? I don't know if this will help you or not LOL.

you should talk to the ghost and exhaust the dialogs, then open the drawer under the telephone and call a taxi... later on, look up into the roof from the carpet.

Joyce, how do I climb up to the window?

Move your cursor up to the top of the big chandelier until you see "UP", then right click to go up and view the window.Ã,  When you come downÃ,  interact with the chandelier and it should fall to the floor

Ok I think this may help.  This game is order sensitive.  You have to go through things in their right order.  Like with the telephone you can't just unplug the thing you have to try and talk first.  Here goes
You can't "poke" down the crossbow and arrow until you bring down the large chandalier
You can't bring down the chandalier until you try "throwing" the log at the crossbow and arrow
You have to go directly from the one activity to the other, no checking the windows to see if they are still locked.
