Help with Larry Vales 2

Hi I am suck on Larry Vales 2. I have got the map, pen, sponge, checking card, wrench, employment history of Les Rainey and coffee pot.
from what i can work out i need to do something with the fish to make the commissioner stop looking at them and talk to me about Les Rainey but i cannot figure out what!
Please help?!!

I was stuck there for a while as well, until I realized that I could walk south in few rooms of the police station.
