Gateway Remake - Advancing Time?

Is time supposed to advance with every action or only at specific points of puzzle progress?

At this point, I know I'm supposed to meet someone in the bar at 8pm but the time shown on the Dataman is stuck at 12:30 no matter where I go or if I use the VR. I tried sleeping in my quarters but the game says we're not sleepy.

Of note: I'm playing this with the last version of Android ScummVM, so I always have to keep in mind that something like this could be a bug.
