Well, you don't actually need to do that part, it's optional.

But otherwise,

Pull the rope at the upper gallery, and make it down quickly. If you've done this too often, it won't work any more, so I suggest restarting - you're only thirty seconds from the beginning of the game anyway.

Yes, the one next to the painting. The message you're getting suggests you're not actually clicking on it, but beside it.
