what kind of sink to use a wig,where is it?

It's been awhille ehen I finished this game and I can't remember alot of it. The video is in the appartment building. There is a sink in there as well. The string hangs in front of the building.
Can't remember much more.

Hi,there is sort of sink between Wigs and Video shops on the road,but My Guy did not react on it.Is it the right place i am on?
Also there is ,if you called it SINK,near apartment building(conteiner with cover),but He said -ITS EMPTY..olso i tryed to Use it before but have nothing in my Inventory as a result.But,,when i want to use (if its a string) something ,where blue dress fixed,i have my Inventory,load,Save,Exit Game and so on..so i cant Use it..!!!
Help...any hint ?i am stucked  compleatly..
