Somewhere along the line there should have been a slip of paper added into your inventory.  It had some numbers on it.  
I don't remember exactly where the paper came from but you need to use it on the radio.

I'm sorry about that.  I played something else recently that had key numbers written on a piece of paper, and I guess I somehow fused the two games together.  
So yes.  Now that I've played Purity of the Surf again (and it's fresh in my memory), you should listen to Dave and Amapola.  They know what they're talking about.

Sorry for unearthing this thread, but I figured it's better than starting a whole new one. Anyways, to the point: I've gotten the surfboard back, payed $100 to the competition guy and my items are: the radio (without the batteries), the paper with the number on it, the rope, and a bottle of degenterent (or whatever), which I took just for the heck of it. What should I do next?

About that rope... if you examine it, you'll know that it's made of HEMP. Now what do those druggies in the basement like smoking? Hint: It ends with H, ends with P, and rhymes with "LEMP". Perhaps you should give them this item.
