Use the elevator.
Go down to level 9.
Use Handgun on Light.
Use Door.
Enter Power Locker.
Use Fence Gate.
Use Master Fuse.
Use Electric Box.
Use Master Fuse.
Use Electric Wires.
Use Electric Wires on Power Box.
Use Master Fuse.
Walk right, then to Elevator.
Use Elevator.
Go down to level 16.
Walk left.
