In the best ending he isn't handcuffed to the pole, and goes on to do other stuff.  One of the things between that point and the end will determine whether or not the best ending is reached.

To play as Matt you have to:

finish the game with all the 3 pieces of newspaper.
The first is in the first room.
The second is hiding in an hole in the sewers (use the wrench to get it out).
The third is in the locker in the Reactor.

Umm... One quite stupid question: how do I find level measuring device? I´ve fixed the pipe and opened the vent but no new locations seems to appear.

It's a little box off to the side of the hatch, towards the base of the pipe.
