I got myself three members for the crew and the ship but how do I make sure the weather gets good so the guy at the street can join my crew? I have looked for everything and talked to everybody but I can't find anything. Help please.

Well, there's a shop nearby that's easy to miss, it's on the right of the Lottery machine.
