I did a very similar background awhile back ... the trick was just cramming stuff into the shop! I just started adding and then tried to fill up all available space. It depends on the type of shop this is supposed to be I guess. My shop was an antiques shop so I cluttered it up BIG time. I would suggest adding in some foreground elements as well to make it fill a bit more "full" in there.
