I think it's actually The Bounty (1984). That looks like Bernard Hill doing the whipping, and perhaps Mel Gibson to the right.

Wikipedia says the production companies were Paramount, One Race Films, Revolution Studios and Roth Kirschenbaum Films, all of which are American. Imdb has a couple of Chinese companies additionally listed as "in association with"...

Definitely that obvious! Can't figure out where in the movie that first shot is from though. Funnily enough, although I said it looks biomechanical, it doesn't look HR Giger biomechanical!
