Personally, I think a room should have as many hotspots as it needs. It would be a bit annoying if there was a room absolutely full of all sorts of interesting things, but you could only interact with one thing. Likewise, it would be equally annoying if a room was full of absolutely loads of things, and you could interact with all of them, but you only need to interact with one.
The first is annoying, because you don't get to learn about things, or a character's thoughts about them. The second is annoying because it can make it hard to figure out what you're supposed to be clicking on.
All things in moderation I suppose.

So personally, I think that if it looks like it should be interactable, for example a statue or a painting, then make it into a hotspot. On the other hand, if it's just background fluff that no one is going to be interested in interacting with unless it could be picked up, for a example a roll of toilet paper or a tear in some wallpaper, then leave it hotspotless.

Actually, Dark Souls is easy when compared to a lot of games. It's actually just an easy game. But I digress. Ghosts 'n' Goblins is an impossibly difficult game. I don't think I've ever gotten past the second level, let alone completed it once.

But I'd have to agree with everyone else about #3 being default, #2 being hover, and #1 being for those that are pushed.
Simply because I can't imagine a pushed variant of #2 looking anywhere near as good as it would going from #3 to #1. (Unfortunately that means that #2 probably won't be implemented due to the buttons disappearing when you're not hovering over them, but I'm ok with that.)

I would say a "universal culture" is a mixed bag of all of the common elements of other cultures.
From France to Japan, there are common elements that you will easily pick up on. With the way people interact with each other, how cities are laid out, how taxes are paid. Some of these things are not the same as the USA culture (a really good example is how much the USA love their guns).

There are of course loads of differences, and these differences are very easy to pick out. But when you look at a bunch of cultures, you should be able to notice the similarities. And those similarities are the "universal culture" in my opinion.

Although I have never seen anything use anything remotely similar to a "universal culture" in their work. Which is probably for the best, because I prefer cultural differences in my media, because they add charm and they teach you things about other people's culture. :-D

You have to extract all of the strings yourself.
Open up the .exe in notepad++ or something similar, and then find all of the strings, copying each one to a .TRS file.
It's a very laborious job, especially since all of the strings are scattered about, and you may not find them all.
To find a section with some strings, just search for a common word such as "not" or "and" or even "the".

Everyone has already said everything that I want to say. But I'm going to echo it anyway.
I like the way the bottom two pop out, but I prefer the colours of the top two. And like Cassie, I think having blue for the default, and gold for when you're hovering over it would look fantastic.
