I believe the blue effect of the sky is called Rayleigh scattering. Water is blue on Earth, because it reflects the sky, not the other way around. The upper athmoshpere would be blue/white for any planet with an athmosphere. The lower layers could be different color. (Note: someone, please correct me if I'm wrong.
