I was not trying to make an opposition between Social infrastructure vs private economy who by the way was very interelated until the second half of the 20th century. (just thinks at the billions made by railroads-tycoons(transit) or the steel industries (sewers sys) or the cold war in general (research/buildings bases etc.).
