Well, to keep the maximum of control takes a little forward thinking: split up your artwork in as many layers as is practically workable. That way you can redo, alter, pimp and tweak to your hearts' content.

For instance, in your example I would have split it in three layers: a base colour, a layer with white (or a lighter color) and a layer with black. These last two layers you can set to 'screen' and 'multiply' and then tweak their transparency. Now if you want to change the color you have full control over the base, the lighter and the darker areas...

In photoshop I'd change the hue of the background - or better still: overlay it with an adjustment layer (or a color layer). That way you can play around with it until it matches your expectations.
However I'm not sure if GIMP offers the same functionality...

However, for completeness sake, here's my take on the theme:

The Sky Witches' Hut

It's EXTREME RETRO! (160 x 200, 16 colors, C64 palette)
It's also EXTREMELY HIGH! (sky witches ... ah well, the name says it all)
The witch herself is also pretty EXTREME! (but she's sleeping off a three day mushroom trip - so we can't actually see her in the BG).

I think the animation is pretty great. In the side view his neck seems to be very slim, perhaps beef it up with an extra pixel?

I don't think the Blitz was too complicated or specific - I personally really liked the theme! (I was going for a Dante's Divina Commedia theme, with those freaky rings of hell...)
That Workshop Blitz might indeed have lured away a lot of potential applicants, that's a bit of a shame. Nevertheless, the two entries are both great, and here's my votes:

Idea - ThreeOhFour, because I'm a sucker for anything Lovecraftian :D
Atmosphere - JWalt. I like the "intimate" atmosphere of the scene.
Composition - ThreeOhFour. This was a tough one, both BGs will work well in a game, even though I see ThreeOhFour's more as a cut scene BG than an actual playable screen... but in the end I really like the depth and flow of ThreeOhFour's entry.
Functionality, Economy and team-work - JWalt. To fully benefit from ThreeOhFour's it would need a lot of great animation: those clouds in the distance, the Old Ones themselves, not to mention Mr. Vests transformation itself. I feel that JWalt's BG is more manageable.
