Hey, I am a complete beginner to pixel art and have reached a point in making a sprite where I don't know what to do next.

I have attempted to create Rose Tyler from Doctor Who, but several things just don't look right, especially the face. I have no idea how to create noses or eyebrows that aren't clunky looking. I'm also finding the flag shirt incredibly difficult. Help on these areas or advice on any other part would be appreciated.
