It looks more like Jim Nabors to me. But I'm pretty sure it's not Gomer Pyle.

I made graphics using Inkscape last month and animated them with Spriter pro. The free version probably can do what you want.
It exports either as individual pngs or a sheet. I don't think it supports svgs, so you'd have to make pngs of the different body parts.
It supports guide images and uses bones.
I know nothing about using Synfig so I don't know how the two compare. But Spriter is at least stable from what I've seen so far.
As for the AGS side... One way you could do it is that when he grabs the bottle it changes views to be an animation. You would need to line him up with the bottle properly, but that shouldn't be too hard. You'll probably need to split the animations up since you want him to talk after shaking it.

So, my game is going to be changing a bit. I've been struggling with trying to figure out a story. And last night I had the idea to make it sort of Windows 3.1 emulator. How much is included depends on various factors. But I am definitely including an internet client based on Prodigy, Compuserve, and AOL. I'm planning to have email, various ice related stuff, and a few mini games.
If I have the time, I also want to make some Shareware style games.

That is correct. The Adventures of Superman, with George Reeves.
This movie is called Superman and the Mole-Men. And the thing they're carrying is apparently a prop made using a vacuum cleaner.
And the tv episodes were named The Unknown People: Part I & II.

Neither Twilight Zone nor the 1954 Flash Gordon tv series.
And to save some guesses, it's not the Outer Limits or any other anthology series either.

I'm not sure I'd go as far as fan. But I did watch all 4 seasons a couple of weeks ago. Not sure why I was thinking it was just 3 seasons...

I figure that the only other show I can think of with mole women would be guessed too easily. So, this one is borderline for working since it's technically a movie. But it did work as a pilot for a tv show...
It was re-edited as 2 episodes. So I guess it's not borderline after all.

I don't have much to add. I saw the rat man before the hidden spoiler was added, so I already knew how to beat it.
Could have used something to make it more interesting and not quite so straightforward.
I only played the version without music, so I don't know how much the music improved it.

The Burgomaster

The visuals were nice and the story was pretty good. The puzzles were pretty straightforward. The ending seemed a little abrupt.
Overall was good. I'd like to see it expanded upon to some degree.

Commando Raid

I admit that I had to look up things 3 or 4 times. I had a general idea of things, but the having to look first threw me off. And I simply didn't think of using the first bar to pry the others.
Currently at the maze. Unable to make myself go back to playing it due to my dislike of mazes.

Echo in the Clouds

Very beautiful game. I enjoyed the setting. At times it made me think of Alien/Aliens.
Once I saw that the rat was missing, I instantly thought of the movie Splice for some reason. So I wasn't surprised at all to see a humanoid rat. My only complaint is that there's no ending other than thanking me for playing. Looking forward to seeing a longer version.
This one got my vote. The science fiction elements, setting, and visuals easily won me over.

The Rat Pack Do Cheesy Castle

I haven't found a difference in playing the different rats yet other than different items.
I thought that I was given a hint at one point with getting past the spider when Pilchards were mentioned. But trying to put one on the web or giving one to the spider doesn't seem to work. Then again, I had never heard of Pilchards before.

The Rat Pack

Pretty fun. I made it to turn 101 before my rats all died. The graphics are crude, but get the job done. Otherwise I can't think of a single thing that should be changed.

It's difficult for me to properly tell the length of the tail for a baby penguin in front view because pretty much any front view I've found has snow.
But yeah, I probably will remove the tail completely from the front view. I'm going to attempt making it in Blender first. If I can't make an acceptable version by next Monday, then I'll just redo the Inkscape version.

I'm a little confused at being shown a link to a king penguin adult when my penguin is an emperor penguin chick. And I'm pretty sure that if I made the tail anything like the image linked that it would be worse for Mandle.
But neither of my images are final. Just quick versions. The second was purely a quick change in hopes to make Mandle less... idunno, embarrassed?
I will most likely completely redo the penguin.

Research and starting the AGS project file are all I currently have done. I don't have a name or anything.
I was going to at least start work on graphics this weekend, but I ended up playing Kerbal Space Program yesterday and have been distracted by other things today.
I'm not even sure if I'm going to make graphics using Inkscape and Spriter or in Blender with cartoonish shading.
I do know that there will be a way for your penguin to die with every decision given. And that there will be 2-4 settings for violence level.
Edit: Okay, here's a quick version of the player penguin made in Inkscape.

Others are doing a better job at giving feedback on the games than I could, so I've let laziness take over...
I'm still playing through them. This week I've tried to play at least 10 minutes a day of one of them. Except yesterday when I ended up playing Kerbal Space Program instead of doing anything remotely productive...
But I could start giving feedback later today if I need to.

The actress in the new image looks familiar, but I'm having trouble placing her...

And I can only barely tell that the guy in the TMNT picture(Bebop?) has a purple mohawk. It's blurry and dark.

Oh. Oh. Is it Emily Browning in the new image? I know it's not from a movie I've seen...
So, I'm guessing Golden Exits since it's the newest movie with her.

And I guess I assumed kids since learning like that tends to be targeted towards kids.

You could still use the mnemonic stuff as game play, just be more subtle about it.
The game could still work, it just needs some changes and polishing.

I only played until the guy drops the woman off. But I'd say the game does have promise.
Of course you need to give more details for me to properly gauge the game. What's the target audience? I assume kids, but what age of kids?
Here's one piece of advice I learned on Friday when re-watching the Arabian Nights miniseries with John Leguizamo. You need to hook your audience at the start. Your introduction shows possibility, but is vague and doesn't give any useful information. What's the name of the town? What's the character's name? And maybe you should at least hint at whatever paranormal/supernatural event happened. Maybe show a short glimpse of it before the guy starts talking.
Anyway, I probably said more than I should have. But I'd say yeah, keep going with it. Maybe play some edutainment games and work on the pacing and some of the other things I said. And most importantly, find someone the intended age to play it.

Okay... Then I decided to try a bit more and made the mistake of viewing the chain memory tutorial. Everything about it was unpleasant. There's no reward for getting anything right. You insult the player for getting something wrong. And there's no way to get out of it without closing the game or finishing it. I suggest completely scrapping it and working it into the game more organically. And don't insult the player. Especially if it's supposed to be a child that you want to learn something.
