As far as I know. Although it still can't quite be taken for granted. You'd be surprised just how many people have computers that they've been using for close on a decade without even connecting to the internet, let alone updating.

Yeah, we've got something like that in Australia (the ACCC, I think?), and I have many friends who have managed to get companies scared shitless at the mention of their name, with instant compliance that is sometimes the end of many months of arguing.

A also have two friends who successfully sued their respective ISPs when they were 16, because they weren't getting what they signed up for.
Not sure if that's the whole of it, but it is something that would work, I'm sure.

EDIT: After looking a little at the UK system, I'd advise you to contact Consumer Direct.
