I'm not sure I got what the problem is. I don't really get what you mean by "not capable of creating a game". Do you have an idea which is too ambitious or do you have trouble to come up with an idea in the first place? Are you looking for a team or someone to show you the way and keep you motivated? I'd like to help you there but it's not really clear where the problem lies so i don't think i can give any useful advice at this point.

It depends on the license of the song. Read the license that is attached to the song and if there is none you should assume that standard copyright law applies, in which case you can't use any part of the song without the copyright owners permission.(I'm not an expert on this, just telling what i know. correct me if I'm wrong)

When I have this I take a break from working on my game and play some games or watch some movies. Preferably games and movies with a similar theme to my game to steal ideas get some inspiration. And that's pretty much it. I have taken a long break(2-3 weeks) recently and it greatly helped.

Many times heard, still the most retarded thing I've ever heard. How do you quit something you've never started doing?

In other words the best way to solve a problem is to not create the problem. That's the big idea behind it.
It's not supposed to be taken literally. The reason it's phrased that way is because people usually ask "how do i quit smoking?". And the answer is "you shouldn't have started in the first place". Get it?

If there was a point where the physical effects of smoking got to me, like shortness of breath or even cancer, I would stop.

That's kind of like jumping from an airplane and when you're 10 meters above the ground you say "oh my, i suppose its time to open my parachute!". But yeah, your choice and all that stuff.
