After delaying him with questions we learned that Razathul, and likely the rest of the "others" as well, seem to have the ability to stop time along with some nasty side effects. It also seems that guards are useless against powerful beings such as these as they seem to stop time the moment they allow themselves to be seen. His sole purpose seemed to have been just to deliver the gift and he vanished the moment we did.
