App to make neat backgrounds

Hi,

Is there any prog around that lets you draw backgrounds like the simon the sorcerer style?? you know with the shading effect etc?

Most of those backgrounds are hand-painted and then scanned onto a computer and touched-up. It's really artistic ability that makes them more than anything.
