Characters speaking simultaneously

Yes, just look for Character.SayBackground() from the manual.

Wait a minute. I'm sure there was some reason that I couldn't use that function.

Oh yes, I remember now. The character's talking animation isn't run. And before you say you can always use Character.Animate(), what about lipsyncing?

That depends. If you're using the standard lip-sync, you can emulate it using a custom function.
I'm not sure if that's worth the effort though.

Will people really notice that the second char's talking anim isn't synced?

People other than the programmer tend not to notice lipsyncing if it isn't there, so I shouldn't worry overly much about that.

I remember that Himalaya Studios put a lot of work and effort into lipsyncing for the game they wrote, and were rather pissed off at the fact that pretty much nobody cared.

So in conclusion it's not possible to get lipsyncing on two or more characters at once.

Not with the built-in functions, but it is possible.
