good attempt for a first try. you should be able to get much better with a few more tries. I would suggest giving her body more shape. Right now it is basically a block with legs and a head.

The feet look like they are being viewed from the side. When you look at a foot from the front, it's almost like someone took a circle, cut the bottom half of it off, and set it flat side down on the ground.

That's a marked improvement!

Women's hips are usually as wide as their shoulders. In this case, I'd probably make the shoulders a little narrower to match the width of the hips.

Really, though, with the size of her head and the overall style of the drawing, it is nice as it is.

I know it sounds like a lot more work, but if you were to tilt the shoulders as the arms moved it would look a lot more convincing. Like you said, tone down the jiggle, too. Although, the jiggle is pretty funny as is.

I could tilt down the shoulders, it really stinks that mspaint doesnt have a degree rotation tool

You need to use more frames. That would improve the image a lot!

And as far as the jiggle? I say keep it

Check out This Tutorial for walking animations and try to make frames that match.

It will help you big time!

Oh ... and for a first effort this is pretty darn good!

Suggestions:
1) more frames!
2) add (darker) hair 'around' her cheeks so it looks like her hair surrounds her head.
3) change lip color (unless she's wearing black lipstick!)

Another step in the right direction! (pun intended)

What's missing now, besides the bobbing up and down, is that her legs are moving one at a time. They should move (flow) together.

As it is, it looks as if she's standing still just tapping her feet up and down. Like she's a band leader or something.
