I need to make an animation for my game, kind monkey island 3, and wanted to know if there is a program in 2d animation and check to use in my game.

As for a recommendation, I myself use Graphics Gale for pixel animations these days and am pretty happy with it, but I learned on MSPaint (importing static pictures into AGS to see what they would look like animated).  But I'm big on the cheap/free toolware.  If you've got a budget, you could certainly get a pretty sweet animation program.

I think he wants software that generates effects for you.

Anime studio has built in smoke and fire generators if I remember correctly. I haven't used it in years though. Whether the effects will work with your art style you will have to decide for yourself.
