Yes, you need the screwdriver and no, you can't get into the church. I didn't „lose“ the srewdriver in my version, so I'm sorry, that I can't give you a hint for this problem.  

Hopefully you have a savegame nearby to do it again without losing the screwdriver? Or wait some time for maybe Leon has a good idea again.

I think it's either:

a: the same as with the bins
b: not the attractor you're looking for

You 'lose' the screwdriver after fixing the attractor next to the church so my guess it's done right. I have a feeling you just missed a switch somewhere.

Can you send me your most recent savegame so I can see what has happened?

[update] I reproduced your problem and I'm afraid you need to restore/restart. It is indeed a bug.
Here's how:
-Place the attractor on the dirt (lose attractor from inventory)
-Use the screwdriver to undo the cable (lose screwdriver from inventory)
-Leave the scene (add attractor back to inventory...... BUT NOT THE SCREWDRIVER!)

Next time you visit the scene, the cable is automatically attached to the grounding rod which you can't take off anymore.

I reproduced your problem and I'm afraid you need to restore/restart. It is indeed a bug.
