I've done all that (got rid of the Republican guard, etc.  I've gone in and talked to Vlad and even given the elixir to him.  The only thing left is giving him the passport, but I can't find anything sticky to attach my photo.  I even tried to put that burger on it.

Someone above said the sticky stuff was beyond the cave.  I don't see anything beyond the cave.  When you go into the cave, you go into the customs office.  I've looked all around the customs office for something sticky, but can't find anything.  When the person said it's "beyond the cave", you can't GET beyond the cave.  If you walk toward the cave, then you're in the custom's office with Vlad, et al.

Given the number of replies to this thread I've thought about writing up a walkthrough.

EDIT: BTW I found another bug. When you have the mask on & are in the HOF, if you try to exit through the door then he says "I don't wanna go out that way" unlimited times and you can't click on anything. I had to reboot.
