arrow key movement on walkable areas?

How do i make a walkable area and have my person move around on it when i hit the keys.  Im just starting to make my game.  I want ti eventually to have roandom moving charictors,  which when you get close to it starts some battle element\scean, its gonna be called Same & Dif.
