This is Alfred Brugenmier, the evil german spy.

Advice and edits welcome. This game takes place in late 1800s early 1900's

Some modifications:

(i) Altered hairline. Less linear to make it more realistic, and higher to make him appear more cerebral.

(ii) Changed clothes to make him more gentleman like. This would depend on his mission I guess, so if he's infiltrating a ship, yours would be more believeable.

(iii) Raised crotch to make legs longer. Longer legs are more realistic, however if you want to go for a very cartoony style, shorter legs would be preferable.

(iv) Lowered eyelids. This makes him look more wily than sinister, which I think is more characteristic for a spy.

Really nice style btw. Very NES like.

Name him Brugenmeier, Brugenmeyer or Brugenmayer. "-mier" is not a surname ending you'll usually find in Germany. And I'm not sure about "Brugen", either, but at least it sounds plausible... ;)

loominous's edits are almost perfect - I'd leave the original hands though for that lego look (like the main character has).

Monky, what about Alfred? Hmm, I guess that is German. It doesn't sound clichéd enough for me though.

I'd go with Dieter, that's the name of all guys in my german book from school. ;)
