Cutscene coding question

I'm thinking about making a game, but before I start I want to know something about cutscenes. I would like to know if there is a way to make the game cue a cutscene made in a Flash-esque animation progam. If the answer involves coding ( or a COM plugin )  it would be greatly appreciated if you could write it up for me ( or at least explain explicitly ) and  tell me how to use it for I am coding inept.
