You must get the code to the Scientific Institute from the Administrative Office which opens at 8:00.    I think what triggered being able to get in the Administrative office was having all the trash picked up and also cleaning off one of the walls.

I am trying to recall what else may trigger the time change for the door to open to administrative office.   Have you gotten the tied-up guy to talk and reveal where you need to go?  Have you made phone calls to headquarters?.... I did that several times.

Have you been to the statue at the mine field? Touch it, it will give you a clue:

At the end of the cut scene, an instructor throws a bucket full of water at you.

Did you also try the telephone and askthe boss  for instructions?

Is their anything else you can do with the guard other than removing the gag and him talking about nothing really interesting, and if you try to take the rope off him he just winges and if you use an item he shouts out "OUCH". Is their anything more I can do here?
